Summary of Monday's Novi City Council meeting
April 5, 2016

NOVI, MI - The following is a summary of Monday's Novi City Council meeting.


APPROVAL OF AGENDA: Approved as presented.

PUBLIC HEARINGS: None

PRESENTATIONS:

1. Proclamation in Recognition of National Library Week, April 10 – 16, 2016 – Communications Coordinator Christina Salvatore and Board Member Tara Michener.

2. National Emergency Telecommunicator’s Week – April 10-16, 2016 – Rick Mitchell, Communications Manager

CITY MANAGER/STAFF REPORT: None

ATTORNEY REPORT: None

AUDIENCE COMMENTS:

Colleen Crossey, 22279 Brockshire, spoke as Chair of Beautification Commission and thanked Council for the Entryway Beautification program. The Commission has enjoyed sharing its input on native plants. It’s received funds for the butterfly garden and also supports pollination by bees and butterflies. She mentioned this would help the eco-system. She felt many residents move here for green spaces and for the school. She also noted they have some openings on the Beautification Commission. She also had a concern about the Hunter Pasteur development that will clean up the 8 Mile and Beck area. She felt the City has allowed them to build more homes and take out additional trees and felt that was a disservice to the residents. She disagreed that the developer shouldn’t pay into the funds for the cleanup.

Vishnu Jampala, 10 Mile and Beck, Valencia estates spoke about Canadian geese that are leaving a lot of droppings. They have a lawn, but none of the neighbors have one yet. They are looking for a solution such as putting out scare crows or chemicals on the lawn. They have difficulty walking on the lawn. Mayor Gatt noted a department head would meet them to discuss the issue.

CONSENT AGENDA: APPROVED AS PRESENTED

A. Approve Minutes of: 1. March 28, 2016 – Regular meeting

B. Approval of Resolution Authorizing “Shrine Circus” to occur during the week of April 5 – 10, 2016 on the Suburban Collection Showplace property at 46100 Grand River Avenue.

C. Approval of Resolution for the City of Novi to enter into an agreement with the Oakland County Sheriff’s Office for the purpose of providing marine patrol services on the portion of Walled Lake in the City of Novi for an estimated annual cost of $7,200.

D. Approval of Claims and Accounts – Warrant No. 961

MATTERS FOR COUNCIL ACTION

1. Consideration of requests from Primanti Corporation:

A) Consideration of a request for Special Land Use approval for service of alcoholic beverages. APPROVED B) Consideration of request for a new On-Premise Resort Economic Development Liquor License, SDM License, Sunday Sales Permit (AM & PM), Outdoor Service Permit and Entertainment Permit to be located at 43335 Crescent Blvd., Novi, MI 48375. APPROVED

2. Approval of the Beautification Commission’s recommendation on the Neighborhood Entryway Enhancement Matching Grant Program to award $5000 each to four neighborhoods and $1,870.50 to one neighborhood upon successful completion of the entryway work depicted in the applications: Charrington Green, Riverbridge, Taft Knolls, Turtle Creek and Vista Hills. APPROVED

AUDIENCE COMMENTS:

Colleen Crossey commented on the auto supplier bringing jobs to Novi. The State of Michigan offered an abatement, and the City was going to pay part of this. She had an issue with a tax abatement. She felt the City could spend that money on a lot of other things like the water retaining and cleaning thing. She felt the City of Novi and other municipalities could use the money that went toward abatements for other things. The other thing was that it was supposed to be a reduced rate for a time period and since there is more than one party involved, Novi doesn’t know what the amount is. The roads could use some funding to get them fixed.

Mary Beth Ceresco, Charrington Green, appreciated the funds to redo their subdivision entrance.
