City of Novi honors Public Safety Best of the Best at annual awards ceremony
March 4, 2016

NOVI, MI -  The Novi Police and Fire Departments celebrated the accomplishments and recognized the professional development achievements of those who protect and serve the community at their Annual Awards Ceremony on March 3. The Firefighter of the Year, Police Department Civilian Employee of the Year and Police Officer of the Year were all honored, along with many others, for their commitment to enhancing the quality of life in Novi.

Firefighter of the Year – Lieutenant Carlton Korzeniowski Carlton Korzeniowski started his career with the Novi Fire Department as a Paid-On-Call Firefighter in 1989 and attained the rank of Lieutenant in 2002.

Lt. Korzeniowski’s efforts are apparent in the success of the MDA Fill the Boot campaign, The Novi Goodfellows, St. Baldrick’s foundation and volunteering for the Novi Police and Fire Benevolent Association. Lt. Korzeniowski assisted in the development of the first Fire Department Strategic Action Plan in 2011 and works tirelessly to train and educate new fire personnel.

Police Civilian of the Year – Emergency Management Coordinator Raymond Garbarino Raymond Garbarino started his career with the Novi Police Department as the Emergency Management Coordinator in 2012 after a 27-year career with the Northville Township Police Department where he attained the rank of Lieutenant.

During his tenure in Novi, Garbarino has increased attendance at the Community Emergency Response Team quarterly meetings and conducted numerous table top exercises for private and public stakeholders. In addition, Garbarino was instrumental in developing the police and fire departments’ Continuity of Operations Plan to ensure seamless service delivery in the event of a catastrophic event, and a Point of Dispensary plan in the event of a public health emergency. Garbarino has greatly enhanced the emergency response capabilities of the City and its corporate and individual citizens through his tireless efforts in the field of emergency management.

Police Officer of the Year – Sergeant Amanda Kulikowski Amanda Kulikowski joined the Novi Police Department in 2004 after a brief career with the Detroit Police Department. In 2015, Sgt. Kulikowski was promoted to the rank of Sergeant, previously serving as a Patrol Officer, Field Training Officer and Task Force Officer with the Drug Enforcement Administration where she successfully managed several narcotics investigations.

Sgt. Kulikowski also serves as a member of the Public Safety Implementation Committee and volunteers countless hours raising funds which benefit needy families in our community through Adopt-A-Family and Shop With A Hero programs.

“It is with great honor and pride that we recognize Fire Lieutenant Carlton Korzeniowski, Emergency Management Coordinator Raymond Garbarino, and Sergeant Amanda Kulikowski for the honorable work they have done for the Novi Fire and Police Departments and in dedicated service to the entire Novi community,” said Director of Public Safety/Chief of Police David E. Molloy. “In addition to performing their work assignments at peak performance, all three individuals embrace the highest of public safety values and serve as outstanding role models for their colleagues, the City of Novi, and the community.”
